On November 5th, 2014, the City Council approved the creation of a Landscape and Lighting Assessment District for the beautification and maintenance of the entrance areas at Covina and Prospect (PDF). The initial assessment of $197 per parcel was approved by a majority of property owners within the assessment area. The assessment includes $25,000 for the initial improvements at Covina. The City is matching this amount for a total of $50,000 for the project. The assessment of $197 will be included in the 2016/2017 property tax bill for applicable properties from the County of Santa Clara.
The design plan showing the improvements proposed at Covina and Prospect was created by the City's local Landscape Architect, Jeff Heid. Comments can be forwarded to Director of Public Works John Cherbone at 408-868-1241, by email, or via Nextdoor.com, which is Blossom View's method of disseminating information about the neighborhood activities.
Plans for Review
The design plans (PDF) were available for review at the 2 Prospect Road Improvement project meetings held on November 16, 2015, and March 7, as well as door to door notices regarding the project from neighborhood representatives. Construction of the entry improvements at Covina are planned to begin in May/June of this year, approximately the same time the improvements on Prospect are scheduled to begin. Water and power for the entryway are part of the Prospect Road Project as well as new sidewalk and landscaping improvements.
